Government authority located in Independence, Missouri, USA based organization looking for expert vendor for farmers and crafters market service.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide farmers and crafters market service to the government authority located in Independence, MO.
- The Market Operator will be granted access to the enclosed and open‐air market structures no earlier than 6 a.m. and no later than 2 p.m. on market day operations. All vendors must be off the property by 2 p.m.
- Produce (whole fruits and vegetables)
- Plants (vendor must provide current inspection certificate verifying plants are free from harmful
pests)
- Acidified foods (salsa, BBQ sauce, peppered jams and jellies, and pickles) made under health permit
of local jurisdiction
- Pasteurized cheese made under health permit of local jurisdiction
- Meat from an approved source with a USDA/MDA stamp
- Jams and jellies made under health permit of local jurisdiction
- Baked goods (breads, pies, cakes, muffins, pretzels, pre‐made baked goods processed/altered by the vendor, etc.) labeled stating that the food item was not prepared in a kitchen inspected by the
health department
- Honey harvested and bottled following the state’s guidelines regarding the sale of honey, found
here
- Handmade craft items
- Food items sold by mobile food units with a business license and health permit issued
- Any food item not listed must be approved for sale by the Health Inspection Division
- The Market Operator is responsible for securing own equipment and supplies off‐site and
transferring equipment on‐site as necessary
- Live animals shall be prohibited on the grounds of the Farmers’ Market, except for police dogs and
assist animals accompanying disabled persons.
-  Farmers and Crafters Market shall be entirely smoke‐free. Smoking will be strictly prohibited within the boundaries of the market while it is in progress
- Manufactured products are prohibited from sale. Purchased produce, food items, or crafts may not
be offered for sale.
- Food on display will be placed on surfaces that have been adequately sanitized to prevent any
potential cross‐contamination.
- Sellers shall be responsible for obeying all state and federal regulations on weights and measure in
their sales.
- The Market Operator shall have the authority to settle any disputes between sellers or between
sellers and buyers to the extent that the Market Operator can order either or both removed from
the grounds of the Farmers’ Market.
- The Market Operator shall have the authority to refuse to allow a potential seller not in compliance
with these rules or any applicable federal, state or local laws or regulations to display produce at the
Farmers’ Market or remove from the Farmers’ Market a seller who is violating these rules. Such
decisions are final on that market day, but may be appealed to the Parks/Recreation/Tourism
Director or Designee.
- The Market Operator will create and submit a report monthly, reporting the number of vendors
each market dates.
- Each vendor will be required to use a table dressing and it must be kept neat and clean (no tears
or stains).
- No popup tents shall be erected under either structure; only outside the south side of
structures, with Market Operator approval.
- All products containers, boxes, etc. must be in good repair and free of sharp edges that might be
injurious to the public. All containers must be placed and displayed in a manner that is safe to
vendors and the public.
- Vendors must display all products for sale above the ground level (minimum of six inches).
Exceptions are made for heavier products, such as watermelons, pumpkins and potted plants.
Vendors should consult the Market Operator about concerns displaying products.
- Only freestanding signs such as A‐frames, easels, and signs placed on vendor table will be allowed.
- All placements of vendors within the Farmers Market are made at the discretion of the Market
Operator, and all placement decisions are made to accommodate the best interest of the Farmers
Market as a whole.
- The Market Operator may be given opportunity to coordinate a monthly market event during the off‐season of market operations. The City will coordinate with the Market Operator when those opportunities become available.
(2) A pre- submission conference and site visit will be held on October 9, 2018.
(3) All Question must be submitted no later than October 15, 2018.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
