[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide information technology consulting services for developing and supporting the applications, interfaces, computer hardware, and infrastructure of bi-state development and associated enterprises its mission is to design, develop, install and maintain computer solutions that support the needs of the business and improve operating efficiencies. IT is
currently supporting a large distributed infrastructure comprised of a data center, telecommunications network, desktop laptop computers, and mobile devices. IT is supporting
applications and websites that are both in-house developed and vendor developed solutions.
- Consulting Service are needed to support Bi-State Development’s voice and data infrastructure
- Make recommendations on appropriate hardware configurations and software applications for the uses required. Recommendations must be in accordance with Bi-State Development’s hardware and software standards
- Prepare cost estimates for implementation of recommendations.
- Install and configure hardware and peripheral devices
- Provide full documentation of the hardware installation and operating processes.
- Install and configure software on the server and client, on site or remotely
- Business and Data Analysis
- Web-based Applications Development
- Web Site Maintenance and Support
- Software Package Evaluation
- Applications Support
- Application Testing and Test Development
- Database Administration
- Analyze business operations and document functions.
- Interact with business customers to define requirements for new systems and enhancements to existing systems.
- Evaluate software packages and develop cost/benefit estimates.
- Follow software development, testing, and deployment methodologies.
- Design and document proposed software solutions.
- Develop software to meet technical specifications.
- Perform software configuration changes to meet requirements specifications
- Develop system test plans and scripts, and execute them.
- Familiarity with data analysis and ETL tools
- Plan and execute implementation of new systems and updates.
- Provide software documentation and training.
- Provide software change/release management support.
- Troubleshoot reported problems and determine the appropriate solution.to the government authority located in St Louis, MO.
(2) A pre-proposal conference will be held on November 1, 2018.
(3) All question must be submitted no later than November 7, 2018.
(4) The contract term will be for three years.

Onshore (USA Only)
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
