[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide health and welfare consultant services to the government authority located in Saint Louis, MO.
- Develop the request for proposal for Health and Welfare administrators and underwriter selection, analyse proposals, and recommend plan design and funding methods to be employed,
- Conduct renewal negotiations with the administrators carriers utilized and prepare a complete and detailed accounting of all claim costs, provider access fees, administrative fees, risk charges, etc. for current medical, stop loss protection, HRA Programs, EAP services, dental, vision, basic life AD and D, supplemental life, short and long term disability, FSA medical and dependent care, voluntary benefits such as critical illness and off-the-job accident and potential future health and welfare benefits such as well-being, data analytics and on-site health clinic vendors,
- Develop annual employer and employee contribution rates required on self-funded programs. Support contribution budget monitoring on a quarterly basis as well as review and comparison to annual fiscal budget,
- Provide strategic planning and conduct educational session on market influences, trends and emerging employee benefit solutions including health and wellness programs,
- Includes annual program evaluation, comparison to national normative, and commentary written report on relative efficiency of plans design, funding, rates, cost, administration based on geography, industry and demographics, propose recommendations to include comparative alternatives, plan design,
- Review current legal plan documents for health and welfare benefit plans and advise on recommended changes. Provide information updates and assist in ensuring compliance with state and federal regulations that govern benefit and wellness plans,
- Manage plan enrolment, claim and administrative cost data aggregation from all vendors and provide no less than quarterly monitoring reports to be compared to budgeted contribution rates on self-funded programs.
(2) The contract term will be for three years.
