[A] Budget: Looking for Proposal
[B] Scope of Service:
Vendor needs to provide brokerage and consulting services to the City for employee health benefits plans (medical, dental, life, FSA, EAP and optical insurance).
- The City is seeking a Missouri state-licensed, experienced, capable, customer-service oriented firm to assist with the procurement and other administrative aspects of employee medical, dental optical and life insurance.
- Assist the administration staff with benefit plan designs and any necessary or requested program changes, including a complete and thorough evaluation of self-insurance plans for health coverage and fully or self-insured plans for dental, optical and life insurance.
- Be fully knowledgeable with and able to interpret the City's various employee benefits.
- Work directly with carriers on issues that may arise in the course of business including those related to premiums, benefit levels, plan design, and special terms and conditions.
- Assist in the resolution of any insurance claims problems an employee might experience.
- Establish comprehensive claims reports for provided coverage, including medical and pharmacy benefits, detailing paid claims (and reimbursements if applicable), premium/funding and enrolment summaries.
- Reviewing claims experience, claim service, and claim administration to ensure maximum benefit to City.
- Analyze factors impacting the City plan costs and recommend opportunities to better manage cost and access and maintaining quality.
- Be knowledgeable of all Missouri and Federal laws regarding insurance, including Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPAA), Affordable Care Act (ACA) and other plan designs. Advise the City of developments and changes to the same.
- Provide City with compliance and regulatory support to include annual financial reporting as required.
- Assist in the development and design of informational materials, surveys, payroll stuffers, and employee meetings to promote understanding of city benefits.
- Assist with the implementation and communication of any new programs or changes to existing programs, which will include attending and presenting information at Open Enrolment meetings.
- Prepare bid specifications, solicit proposals and negotiate renewals for insurance markets which specialize in group insurance plans or self-funded programs as needed. Evaluate bids and bidders, including administration, claim payment procedures, customer service, network, reserve establishment policies, financial soundness, and identifying the most cost beneficial package from among the various bidders.
- Perform other tasks as assigned and negotiated by the City.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
